Di seguito l'Ordine del giorno approvato dall’Assemblea generale della Cgil riunitasi mercoledì 18 ottobre a Roma nella sede nazionale della Confederazione.
L'Assemblea generale della Cgil esprime forte preoccupazione per quanto sta accadendo in questo momento in Israele e in Palestina.
In coerenza con la nostra storia e come già fatto con la recente guerra in Ucraina e in altre regioni del mondo, condanniamo con forza ogni forma di terrorismo e di violenza contro la popolazione civile. L'attacco efferato di Hamas ha già provocato 1300 morti accertati, fra cui donne e bambini, il rapimento di quasi 200 civili e migliaia di feriti nel campo israeliano, e la reazione di Israele ha già provocato la morte di 3000 palestinesi, l’assedio totale della striscia di Gaza, mentre ieri sera è giunta la notizia della morte di 500 tra sanitari e ricoverati nell’Ospedale anglicano di Gaza. Anche questa guerra si sta consumando, ancora una volta, sul corpo delle donne. Si tratta di un vero e proprio crimine che non ha nulla a che vedere con la causa palestinese, ma si aggiunge alla storia del terrorismo internazionale.
Siamo di fronte ad una escalation di violenza e di rischio di espansione del conflitto armato all’intera regione dove la popolazione civile, le democrazie e la costruzione di convivenza pacifica sono le vere vittime. Tutti devono attenersi al rispetto del diritto umanitario internazionale. Non si può imporre, come sta facendo il governo israeliano, un assedio totale sottoponendo la popolazione palestinese della striscia di Gaza a bombardamenti continui, togliendo luce, acqua, cure sanitarie e cibo ad oltre due milioni di persone.
Se non si riesce a fermare questa ondata, non vi saranno frontiere e barriere al terrorismo e alla guerra. Dobbiamo esigere che i governi nazionali, l’Unione europea e il Consiglio di Sicurezza delle Nazioni Unite mettano in campo tutte le risorse necessarie per fermare le operazioni militari, per la liberazione degli ostaggi e per l’assistenza umanitaria alla popolazione civile, evitando un altro esodo e nuovi profughi che si andranno ad aggiungere a quelli che da 75 anni vivono nei campi profughi della regione.
Oggi l’unica bandiera che dobbiamo portare è la bandiera della pace. Occorre che il Consiglio di Sicurezza delle Nazioni Unite convochi una conferenza internazionale di pace per riconoscere lo Stato di Palestina come membro pieno dell’Assemblea delle Nazioni Unite, con confini certi, con piena sovranità e responsabilità, sulla base di quanto accordato tra le parti con gli Accordi di Oslo e riconosciuto dalle Risoluzioni delle Nazioni Unite che dall’inizio del conflitto hanno impostato il quadro legale nella soluzione dei “due stati per i due popoli” con Gerusalemme capitale condivisa. Questa è la strada della pace, della convivenza tra i due popoli, della pacificazione del Medio Oriente. Non è più possibile lasciare una popolazione senza patria ed uno stato che continua ad espandere i propri insediamenti illegali, mentre crescono odio, violenza e terrore.
Rinnoviamo il nostro impegno a costruire il dialogo e il rispetto reciproco tra israeliani e palestinesi, soprattutto in questo difficile e doloroso momento, per dimostrare che la pace e la convivenza sono ancora possibili e l’unica strada per la sicurezza comune.
Su queste basi e con questi contenuti l’Assemblea generale nazionale della Cgil dà mandato a tutte le strutture dell’organizzazione a costruire e promuovere iniziative sui territori, innanzitutto insieme ai soggetti con cui la Cgil ha sottoscritto il manifesto “Israele-Palestina: Fermiamo la violenza, riprendiamo per mano la pace".
Statement on the situation in Israel and Palestine

The CGIL General Assembly expresses its deep concern about what is currently happening in Israel and Palestine.
Consistent with our history and as we have already expressed during the recent war in Ukraine and elsewhere in the world, we strongly condemn all forms of terrorism and violence against civilians. Hamas's heinous attack has already resulted in 1,300 confirmed deaths, including women and children, the abduction of nearly 200 civilians and thousands of wounded in the Israeli camp, and Israel's response has already resulted in the deaths of 3,000 Palestinians, the total siege of the Gaza Strip, while last night news broke of the deaths of 500 healthcare staff and patients at the Anglican Hospital in Gaza. Once again, this war is being waged on women's bodies. This is a real crime that has nothing to do with the Palestinian cause, but adds to the history of international terrorism.
We are facing an escalation of violence and the risk of the armed conflict spreading throughout the entire region, with civilians, democracies and the building of peaceful coexistence being the real victims. All sides must abide by international humanitarian law. It is not possible to impose a total siege, as the Israeli government is doing, by subjecting the Palestinian population of the Gaza Strip to continuous bombardment and depriving more than two million people of electricity, water, healthcare, and food.
If this wave cannot be stopped, there will be no borders and no barriers to terrorism and war. We must demand that national governments, the European Union and the UN Security Council use all the necessary means to stop the military operations, to free the hostages and to provide humanitarian aid to the civilian population, to avoid a new exodus and new refugees to join those who have been living in refugee camps in the region for 75 years.
Today the only flag we must carry is the flag of Peace. The United Nations Security Council must convene an international peace conference to recognise the State of Palestine as a full member of the United Nations Assembly, with defined borders, full sovereignty and responsibility, on the basis of what was agreed between the parties in the Oslo Accords and recognised by the United Nations Resolutions which, since the beginning of the conflict, have set the legal framework for the solution of “two states for two peoples” with Jerusalem as their shared capital. This is the road to Peace, to the coexistence of the two peoples, to the pacification of the Middle East. It is no longer possible to leave a population without a homeland and a state that continues to expand its illegal settlements, while hatred, violence and terror grow.
We renew our commitment to building dialogue and mutual respect between Israelis and Palestinians, especially at this difficult and painful time, to show that Peace and coexistence are still possible and the only road to shared security.
On these bases and with these contents, the CGIL General Assembly gives a mandate to all the structures of the organisation to build and promote initiatives in the territories, first of all together with the subjects with which CGIL signed the manifesto “Israel-Palestine: Let's stop the violence, Let's take Peace back by the hand”.
