How to vote abroad

Who can vote abroad?

All Italian citizens registered in the Register of Italians Abroad (AIRE) have the right to vote. Italian citizens who are temporarily abroad (for at least three months) for health, work or study reasons are also entitled to vote, provided that they inform the relevant consulates of their status by the thirty-second day before the polling date, using the forms and online platforms of the Italian Ministry of Foreign Affairs.

It is also possible for Italian citizens residents abroad to choose to vote in Italy, by communicating their choice to the relevant consulates within ten days of the announcement of the vote.

No later than eighteen days before the date of the vote, the electoral paperwork (the envelope is known as the “plico”) must reach the address of residence registered in the Register of Italians Abroad lists. The citizen must send the envelope no later than ten days before the date of the vote.

What does the envelope contain?

The five ballot papers.

A card with the voter’s details.

Three envelopes, one of which is pre-franked for return to the relevant consulate.

The consulate receives the envelope containing the two sealed envelopes. No later than 4 p.m. on the Thursday before the date set for voting in Italy, the heads of the Consular Offices will arrange for it to be sent to Italy to the places set up for the collection of votes. Regardless of the number of collection points, all the paperwork must have reached Italy, stored and ready for the ballot by the day before the vote.

Scrutiny

The vote will take place in the established places in Italy, where around 2000 polling stations will be set up.

The vote of Italians abroad

Italian citizens resident outside Italy will be called to vote on five abrogative referendums on labour and citizenship, that have been approved by the Constitutional Court following the collection of five million signatures. The issues covered are: stopping illegitimate dismissals, guaranteeing greater protection for workers in small businesses, reducing precarious work, improving safety at work and reducing the time frame to obtain Italian citizenship.

CGIL is promoting an awareness-raising campaign to ensure that the approximately six million Italians registered in the Register of Italians Abroad are properly informed so that they can exercise their right to vote. Online training sessions and plenary assemblies have been organised to involve the Italian communities abroad. A general assembly with General Secretary Maurizio Landini will conclude the initiatives.
